Arizona
County-level licensing required — Phoenix has strict rules, but rural areas are more relaxed.

What to Expect as a Visitor
Arizona has a decent club scene, especially in Phoenix and Scottsdale. Full nudity is allowed but not in the same venue as alcohol — so you'll find either fully nude clubs (no drinks) or bikini bars (drinks served). Phoenix has some upscale spots, particularly around the entertainment district. You need to be 18+ generally, 21+ where alcohol is served. Expect some of the better production-quality clubs in the Southwest.
📍 Major Cities
The Phoenix metro — especially Scottsdale — has a strong club scene. Scottsdale's Old Town area has upscale gentlemen's clubs that rival Vegas in production quality. Phoenix proper has more affordable options. Full nudity is allowed but not with alcohol — clubs pick one. Cover ranges from $10 at local spots to $40+ at Scottsdale's premium clubs. Bachelorette and bachelor party crowd is huge here.
Tucson has a handful of clubs, a mix of fully nude and topless-with-alcohol. The University of Arizona keeps the nightlife active. More affordable than Phoenix. Cover is typically $5–15. A good option if you're in southern Arizona.
Flagstaff has a tiny scene. A couple of basic clubs exist but this is not a destination. If you're stopping on Route 66 or near the Grand Canyon, manage expectations.

Legal Background
Arizona authorizes both state and local regulation of adult-oriented businesses. A.R.S. § 11-811 allows counties to require SOB permits, distance buffers (typically 1,000 ft from sensitive uses), and age verification. Cities may enact stricter rules. Full nudity with alcohol is prohibited under liquor regulations. State obscenity law (§ 13-3502) applies statewide. Phoenix and other large cities maintain detailed adult-entertainment licensing codes.
